Library Card Information for Non-Residents
The O’Fallon Public Library is funded by local property taxes paid by citizens residing within O’Fallon city limits. Please be aware that having an O’Fallon mailing address does not always mean that you reside within the city of O’Fallon and pay this tax.
In Illinois, people living outside the service area of a public library are considered non-residents. Non-residents are eligible to purchase a library card from the public library under certain conditions. The sale of a library card to a non-resident is covered by the Illinois Statutes, 75 ILDS 5/4-7(12) and 75 ILDS 16/30-55.60 specifically. In early 2002, the Statute was changed to include reciprocal borrowing and to indicate where the non-resident was to purchase the card. The Library Board of the O’Fallon Public Library has voted to participate in the non-resident program for the 2011/2012 Fiscal year. In compliance with Illinois law non-residents are allowed to purchase a family library card valid for one year at exactly the same price homeowners in O’Fallon are taxed on a yearly basis which is currently 0.15 % of assessed taxable home value, or 10% of one month’s rent for those who live in rental units.
We realize everyone pays taxes, but if you have concerns or are angry that the area you reside in doesn’t have library service, and none of the taxes you pay support public library service, please express your opinions to the appropriate State and City officials listed below. Staff of the O’Fallon Public Library have no authority or power to change how public library service is funded in Illinois, or how your tax dollars are used in areas that do not provide public library service for their citizens.
